A sex worker admits selling sex to feed family despite knowing she has HIV By Thai PBS BANGKOK: -- An HIV-positive sex worker has admitted that she entered the sex trade in order to feed five additional mouths although she was fully aware of the virus in her which can be transmitted to her male patrons. In an interview with Thai PBS, the woman whose identity was kept confidential, however, claimed that she always told her clients to wear condom although she did not disclose that she has HIV. The woman she was married to her husband and lived in Pran Kratai district of Kamphaeng Phet. They had three children. When her husband died of Aids, she knew that she was infected too. Without the only breadwinner and with three children and her two elderly parents who she had to feed, the woman said she had no other alternatives but to go into sex trade. Having worked in the sex trade in various provinces, she said she did not tell her clients directly that she is HIV-positive, but she would urge them to wear condom, but not everyone obeyed her. “When clients refused to wear condoms, I would asked them whether they were afraid of getting diseases or not. Some asked what were the diseases and I said HIV/Aids. They said they were not afraid, but I would insist them to wear the condoms,” the woman recalled. She disclosed that most of her clients were reluctant to wear condoms. Celebrities caught using drugs face uncertain fate By THE NATION BANGKOK: -- FORMER MISS TEEN THAILAND and now-disgraced actress Amelia Jacobs, who was arrested on drug-related charges early on Tuesday morning, is not the first – and will not be the last – Thai star who has seen a bright future threatened by involvement with illegal drugs. Indeed, the police blotter is littered with examples of celebrities being caught with narcotics, ending in lengthy jail sentences and hefty fines, although in some cases, canny public relations and efforts to rehabilitate have saved careers that seemed beyond repair. Just this last March, the Supreme Court upheld a verdict against Chatchaya Ramos, or “Yuyee”, formerly a popular model, sentencing her to 15 years and three months in jail for smuggling cocaine into the country in November 2012. During a search at Don Mueang International Airport, authorities found 251 milligrams of cocaine concealed in her suitcase. In addition to the jail sentence, she was also fined Bt1.5 million. However, the trail of careers in peril reaches back years. In 2013, the young actress Sutatta “Punpun” Udomsilp saw all of her contracts suspended after photos of her using meth were leaked to the public and her family admitted that she used drugs. However, the young celebrity stopped using drugs before returning to act in movies again and regaining her popularity as a teen idol. In another particularly high-profile case in December 2011, renowned rockstar Seksan “Sek Loso” Sukpimai came out to admit that he used “ice” after his estranged wife at the time, Wiphakorn Sookpimay, posted on Facebook photos of him consuming drugs. He too was able to restore his image after spending months in rehabilitation and then returning to the music arena where he has founded and managed many related businesses. He also divorced Wiphakorn. In March the previous year, the once-rising star Athip Nana, or “Ball”, was arrested after police found him in possession of marijuana and cocaine. He was sentenced to one year and three months in jail, fined Bt12,000 and ordered to enter rehab. However, his sentence was suspended for two years. In the same year, a female comedian known as Nok Choenyim was arrested for trying to smuggle 560 milligrams of “ice”, 580 milligrams of marijuana and drug paraphernalia from Cambodia to Thailand. It was the second time she was charged for such an offence. Going all the way back to 2004, the popular young singer Joyce Triumph Kingdoms and her boyfriend were arrested and charged with possession of 4,000 “yaba” amphetamine tablets with intent to sell. She was sentenced to eight years and one month in jail and only freed in 2013 after serving the sentence. In May the same year, Worayot Boontongtum, known also as “Pat Powerpat”, was a rising star when he was arrested in possession of 3,000 ecstasy tablets, four bottles of ketamine and a bag of marijuana. He was found guilty of having drugs for personal use and with intent to sell and sentenced to 42 years in jail. Not all of the collapsing careers were directly linked to an arrest. In 2002, the life of the former supermodel Rojjana “Yui” Phetkanha, who had represented Thailand on the international catwalk, turned upside down as she reportedly became addicted to drugs, resulting in her losing her job and an income estimated to be about Bt50 million a year. In 1997, two Thai stars were separately apprehended for being involved in narcotics. Actress Namfon Kullanut failed a urine test, but her tearful explanation that a friend had put ecstasy into her drink, which she had not consumed willingly, resulted in a court dismissing her case. She took a break from work but eventually returned to join the ranks of popular stars. In the same year, police raided the residence of popular singer Touch Na Takuatung, catching him red-handed using marijuana. Thailand’s star-maker RS Promotion subsequently suspended his contracts. With no shortage of examples of celebrities caught in a scandal, Amelia now faces not only a lengthy judicial process but also the court of public opinion. Cambodian Officials Ramp Up Anti-US Threats

Share PHNOM PENH — Following the closing of independent media outlets and the arrest of Cambodia's opposition leader, officials in Phnom Penh have begun training their verbal fire on the U.S., adding to mounting anxiety in the Cambodian capital among government critics and media workers. On Friday, senior Cambodian military officials pledged “the elimination” of all foreigners deemed intent to commit aggression against the country, according to statements reported by government mouthpiece Fresh News. The comments were posted on the same day Prime Minister Hun Sen declared two American "spies" plotting to overthrow his government had been identified and ordered the investigation of all U.S. citizens suspected of conducting espionage. Warnings to foreigners In the same speech, he also suggested the U.S. Peace Corps should pull out of Cambodia and the week before he suspended a program to identify and repatriate the remains of U.S. soldiers lost during the Vietnam War. In statements to the pro-government Fresh News website Friday, Lieutenant General Prum Pheng, Commander of Intervention Brigade 1, and Lieutenant General Bun Seng, a Deputy Commander of the Army and Commander of Military Region 5, vowed to carry out the investigations ordered by Hun Sen. Fresh News reported the men, both of whom are members of the ruling party’s central committee, had pledged "determination to smash each and every person whose intent it is to make color revolution.” “We all are the soldiers who have the duty to protect the land. [We] support Samdech Decho [Hun Sen], Prime Minister of Cambodia who rescued Cambodia from the war, to be united to eliminate any invading foreigners,” they reportedly said in identical statements. Defense Ministry spokesman Chhum Socheat defended the right of the lieutenants to issue such threats and would not unconditionally guarantee the safety of foreigners against such actions. "The situation is normal and the government protects all foreigners unless they did something wrong or against the government," he said. “We welcome all foreigners who come for tourism legally and don’t do any act against the government and national security,” he said, adding that the internal security is normal. 'Disturbing' development The definition of what constituted an “act against the government” is being interpreted increasingly broadly under vague Cambodian espionage laws, said Phil Robertson, deputy Asia director of Human Rights Watch. “There’s a disturbing new trend going on in Cambodia and this really started with the Ricketson case, where you had a person from Australia who was charged with espionage despite the fact that they had done no research that we can see that involved anything other than open sources.” In June, Australian filmmaker James Ricketson was charged with espionage under a provision in the Cambodian Criminal Code that criminalizes receiving or collecting various types of information, objects and technology that “may undermine” national defense “with a view to delivering power to a foreign state or its agents”. Details about the precise accusation against Ricketson — a vocal critic of the Cambodian government - have not been offered though it is known he faces up to 10 years in prison. “There’s a new plan to try to intimidate, to threaten and to control foreigners in a much more systematic way,” Robertson said, adding that he believed Cambodians with foreign passports would soon be targeted in the same way. US officials react The U.S. Embassy declined to comment on the statements directing a reporter back to Ambassador William Heidt’s comments during a press conference last week. U.S. Ambassador to Cambodia William Heidt gives a press conference at the U.S. Embassy, in Phnom Penh, Cambodia, Sept. 12, 2017 At the time, Heidt said ongoing anti-American rhetoric in Cambodia had made U.S. and other western tourists and companies feel “less welcome,” predicting “many fewer will invest.” Lee Morgenbesser, a research fellow at Australia’s Griffith University who studies authoritarian regimes, said U.S. citizens living in Cambodia “should certainly have an exit strategy.” “The fact several military officials [as well as Hun Sen] have made the same sort of statement suggests the external communication of the CPP government is being internally coordinated,” he said in an email. “The difference to what has been said in the past is that such statements are being made against the backdrop of a crackdown, which suggests they should not be dismissed. The use of repression in Cambodia is far less predictable than previously.” Anti-American trend In the past month, The Cambodia Daily newspaper, which is owned by Americans, has been shuttered over a disputed tax bill, the U.S.-funded Radio Free Asia has closed its in-country operations citing threats and the National Democratic Institute has been kicked out of the country. The opposition leader, Kem Sokha, was arrested earlier this month for allegedly conspiring with Washington to overthrow the Cambodian government based on a years old video in which he discusses U.S. support for his promotion of grassroots democracy. Commerce Min tightens control on liquor, tobacco prices after tax hike NONTHABURI, 21 September 2017 (NNT) – The Ministry of Commerce is undertaking stringent inspections on liquor and cigarette prices after new excise tax rates came into effect in a bid to protect consumers from unscrupulous vendors. Deputy Commerce Minister Sontirat Sontijirawong led officials from the Department of Internal Trade on a visit to wholesale and retail outlets in Nonthaburi province in order to check on their pricing of alcohol and tobacco products. The inspection was aimed to deter price gouging on the items following the excise tax increase on September 16. The Deputy Minister admitted that two days prior to the tax hike, there were reports of store closures, leading to suspicion whether the closures were attempts to reserve the products for sale after prices went up. This has prompted the Commerce Ministry to begin the nationwide examination of alcohol and cigarette prices. Authorities have been instructed to ensure that prices of products put on shelves before the tax increase remain unchanged. Vendors found guilty of overpricing or refusal of sale will be subject to a jail term of no more than seven years or a fine not exceeding 140,000 baht or both. REUTERS/Jim Young/File Photo WASHINGTON (Reuters) - The Trump administration is preparing to make it easier for American gun makers to sell small arms, including assault rifles and ammunition, to foreign buyers, according to senior U.S. officials. Aides to President Donald Trump are completing a plan to shift oversight of international non-military firearms sales from the State Department to the Commerce Department, four officials told Reuters. While the State Department is primarily concerned about international threats to stability and maintains tight restrictions on weapons deals, the Commerce Department typically focuses more on facilitating trade. The officials from multiple agencies, speaking on condition of anonymity, say the new rules will cut government red tape and regulatory costs, boosting U.S. exports of small arms and creating jobs at home. "There will be more leeway to do arms sales," one senior administration official said. "You could really turn the spigot on if you do it the right way." The push fits both Trump's support for the gun lobby espoused on the campaign trail and his "Buy American" agenda. But critics, including some lawmakers and arms control advocates, have expressed concern that any easing of export rules could make powerful weapons of the type often used in U.S. mass shootings more accessible to criminal gangs and militant groups that Trump has vowed to fight. The administration has all but finalized a draft of the new rules, which could be sent to the White House budget office for review within days, one U.S. official said. The changes – which can be enacted without congressional approval - could be made public this fall, followed by a period of public comment, with implementation as early as the first half of next year, the officials said. The officials stressed, however, that the proposed shift in oversight was not a blanket deregulation of firearms. "The NSC is working through the interagency process with the State Department and the Department of Commerce to ensure that U.S. industries have every advantage in the global marketplace, while at the same time ensuring the responsible export of arms," said an official with the White House National Security Council. SLACK U.S. SALES The move, part of a broader Trump administration overhaul of weapons export policy that the officials say is also nearing completion, comes at a time when U.S. gun makers could use the help. Domestic gun sales have fallen significantly after soaring under President Barack Obama, when gun enthusiasts stockpiled weapons and ammunition out of fear that the government would tighten gun laws. Since Trump was elected in November, the share price for Smith & Wesson owner American Outdoor Brands Corp is down 50 percent and Sturm Ruger has fallen 26 percent. On Tuesday, following Reuters report on the administration's plans, the share prices of Sturm Ruger and American Outdoor surged as much as 18 percent. Both stand to benefit from easier export protocols, alongside Vista Outdoor and the private equity firm Cerberus Capital Management, which owns Bushmaster, a brand of AR-15 assault rifle. The powerful U.S. gun lobby backed Trump in the 2016 election. The National Rifle Association spent more than $30 million in support of his candidacy. "I am going to come through for you," Trump told the NRA convention in April. The State Department licensed an estimated $4 billion in commercial firearms exports last year, of which $3.2 billion would shift to Commerce under the new arrangement, one U.S. official said. In recent years, Canada, Australia, Thailand and Saudi Arabia have been among the top destination countries for U.S. non-military firearms exports, according to U.S. Census data. The shift to Commerce could increase sales by 15-20 percent annually, predicted Lawrence Keane, senior vice president for the National Shooting Sports Foundation, a firearms industry trade association. The effort to streamline U.S. small arms export controls dates back to an Obama administration initiative begun in 2009, but which was never translated into policy. The process was repeatedly stalled by a series of U.S. mass shootings, including one at the Sandy Hook Elementary School in Newtown, Connecticut, in 2012 in which 20 children and six adults were killed by a gunman using an AR-15-style assault rifle. Assault rifles like the Bushmaster would be some of the most powerful weapons expected to be more readily available for commercial export under the new rules, which are largely in line with proposals the Obama administration had crafted. STRESS TEST Democratic Senators Ben Cardin, Dianne Feinstein and Patrick Leahy urged against any rash regulatory changes in a letter to Secretary of State Rex Tillerson on Friday, saying combat firearms are the "primary means of injury and destruction in civil and military conflicts throughout the world." Zlatko Hadzismajlovic, a New York attorney specializing in export controls, said the changes would be a tough "stress test" for U.S. arms policy. "The transition appears particularly ill-timed," he said, citing recent Islamist militant attacks in Europe and heightened regional tensions on the borders of NATO members such as Turkey and the Baltic states. Administration officials say they are not looking to green-light dangerous sales but that it is unrealistic to continue to hamstring U.S. gun makers in foreign markets. They point out, for instance, that AR-15 rifles are already readily available worldwide since the technology is decades old, the weapons are sold in U.S. sporting goods stores and parts can be reproduced using a 3D printer. The new rules would move both the licensing and supervision for export of most non-military firearms and ammunition to Commerce officials, who have been directed by Trump to ease the overall regulatory burden on U.S. exporters. Commercial gun exports would no longer be given the same scrutiny as missile and fighter jet sales, which often require congressional approval. "Commerce wants more exports to help reduce the trade deficit. And State wants to stop things because it sees (arms) proliferation as inherently bad," one of the officials said. "We want to make a decision that prioritizes what's more important," the official said. "This will allow us to get in the (small arms sales) game for the first time ever." The shift would officially move weapons like assault rifles and handguns from State's tightly restricted Munitions List to the Commerce Control List (CCL), which allows for more streamlined licensing for overseas sales. U.S. companies compete for foreign market share with companies such as Austrian manufacturer Glock and Italian gun maker Beretta. Police say trader not responsible in PVC pipe death - woman faces negligence charge Picture: Sanook Police in Pathum Thani have ruled out laying charges at the door of the shop that failed to tie on a PVC pipe securely to the back of a pick-up truck. The pipe swung out as the driver went home killing a 65 year old man who was riding pillion on a motorcycle coming in the other direction. The accident happened in Sam Khok district and was caught on municipal council CCTV. Cops at the Sam Khok station refused to talk about how the four meter long pipe was tied on saying the matter would go to court. But they said it was ultimately the responsibility of the driver of the pick-up to ensure it was tied on correctly. Preeyanut, 51, has been charged with negligence causing death under article 291 43 (4). Yesterday she spoke to Sanook apologizing to the relatives of the dead man who was a neighbor. She said she asked the shop where she bought the pipe to tie it on because she had no idea how to do it herself. The first she knew about what had happened was when she heard a noise and saw people trying to flag her down. She stopped and saw in horror that 65 year old Sao was dead by the side of the road. The pipe had snapped in two. "I didn't mean this to happen," she said. "I am so sorry". Meanwhile the relatives of the dead man are not pressing their own charges as she has accepted responsibility for everything. They are all friendly neighbors. Sanook went to the shop that sold the pipe - it had been shut early. People nearby at the PTT gas station said they opened early then shut up for the day. Workpoint reporters discovered that the pipe had been tied on with "nylon rope" according to Sanook. Sanook said on leaving the shop the pipe protruded over the end of the pick-up but by the time of the accident had swung out narrowly missing the bike rider Somsak, 61, but killing his passenger on the back. I recently purchased an Omron BF511 Family Body Composition Monitor (essentially fancy body weight scales) on eBay. The seller is in the UK, so it was sent from there to Thailand via DHL. To my amazement, I got an email from DHL last Friday stating that Customs has requested I get an Importation License from the Central Bureau Of Weights and Measures before they will release the parcel. This takes bureaucratic retardation to a new level. Now I only bought one for these things for the princely sum of ninety-three pounds plus courier charges, and I have no intention of buying more than one. Has anybody else come across this lunacy in Thailand when buying things online? Mind you I should have known better, I bought some Silicon Lube from the US (to use on my squeaky doors, cough) which was couriered in by UPS and Thai Customs wanted me to supply them with an MSDS (Materials Safety Data Sheet) from the manufacturer, needless to say, the doors are still squeaky. What astounds me, even more, is that other items I have bought online that have been sent through the post get no attention whatsoever.

Mukdahan cracking down on smuggling following new excise tax rate MUKDAHAN, 21 September 2017 (NNT) – The Excise Department in Mukdahan province has stepped up control against smuggled liquor, beer and cigarettes along the Thai-Lao border following an adjustment to the excise tax rate for the goods. Excise official for Mukdahan province Chawakarn Makawong said that after the new excise tax rate for vices came into on September 16, all excise offices were instructed to stringently monitor against stockpiling and smuggling across the border. The concern is that lower prices in neighboring countries such as Lao will prompt rampant illegal imports. Chawakarn made known that between the beginning of the year and September 15, 400 cases of liquor smuggling were uncovered with over 300,000 baht worth of contraband confiscated. In the same period, 218 cases of tobacco smuggling were stopped with 1 million baht worth of goods seized. He urged retailers to aid authorities in suppressing smuggling and to adhere to legal pricing limits. The Excise Department is coordinating with the army, immigration officers and border patrol units to make sure it is successful in blocking illegal imports and has promised severe penalties for those caught. -- nnt 2017-09-21

Home loan approvals break target on high economic confidence BANGKOK, 21st September 2017 (NNT) – Commercial banks have reported better than targeted growth in home loans during the first half of the year on the back of steady economic recovering bolstering public confidence. Bank of Ayuthaya Vice President for Home Loans, Nattaphol Luepromchai said today that new loans for homes across the board were down 9 percent during the first half of this year as the real estate market slowed and many companies cut prices due to an oversupply. Meanwhile, financial institutions during the period relaxed loan approval regulations as the debt situation caused by the first car buyer scheme began to lift. In the latter half of the year, new loans are expected to grow 5 percent on the recovering economy and high competition among banks. Bank of Ayuthaya in the first half of the year issued loans for real estate worth 25 billion baht, 4 percent above target and expects full year approvals to reach 59 billion baht. -- nnt 2017-09-21

Nok Air plans to raise Bt1.7-bn to stay afloat By THE NATION Thai to increase its stake by Bt350m to help struggling budget airline in three-stage rehabilitation plan. BANGKOK: -- THE UNPROFITABLE budget airline Nok Air plans to raise about Bt1.7 billion for aircraft maintenance and rent in an effort to return to making money. The plan appears to be in motion after Patee Sarasin resigned as Nok Air’s president earlier this month, prompting Thai Airways International (THAI), which owns 21 per cent of Nok Air, to signal its readiness to support the budget airline’s plan. Piya Yodmani, chief executive officer of Nok Air, said yesterday the company would probably raise about Bt1.7 billion through a planned capital increase. The increase was approved at the firm’s extraordinary shareholders meeting yesterday, raising registered capital for the second round by Bt1.207 billion from Bt1.292 billion to Bt2.499 billion. At the same meeting, it was decided that 1.135 billion new shares would be allocated to Nok Air’s existing shareholders, according to the rights offering. Each existing share will entitle a shareholder to purchase one new share at a price of Bt1.50 apiece. No more than 71 million new shares will be for Nok Air warrants. The subscription and payment period is scheduled from October 16 to 20. “The amount of Bt1.7 billion will be sufficient for Nok Air’s operations. Now, it doesn’t need new foreign partners or new shareholders. If there will be new partners, there would be work to coordinate,” Piya said. Nok Air has prepared a three-year rehabilitation plan starting from 2017, he said. The first phase is designed to cut losses, the second to enhance efficiency and the third to expand. Piya conceded that the business relied on several factors and needed periodic improvement and review of its plan. Presently, Nok Air’s fleet consists of 31 aircraft, made up of 21 Boeing 737-800s, eight Q400Next Gen aircraft and two ATR72-500 aircraft. Some existing aircraft will be decommissioned before their operational lifespans end to increase efficiency and reduce costs. From late this year to early 2018, five Boeing 737-800 aircraft, which were scheduled to be decommissioned during 2018-2020, and two ATR72-500 aircraft will be decommissioned. Nok Air plans to have 24 aircraft in its fleet next year and receive two Boeing 787 Max aircraft in 2019, another two in 2020 and four in 2021. The airline also plans to introduce new domestic flights and routes to five Chinese cities to increase income, Piya said. Usanee Sangsingkeo, a Nok Air board member and acting president of Thai Airways International Plc (THAI), said THAI was ready to increase its capital in Nok Air to Bt380 million to sustain THAI’s 21.57-per-cent stake in the struggling airline after the rehabilitation plan. THAI and Nok Air’s largest shareholder, Chulangkul Group, will help manage the airline more closely by establishing a special committee. THAI will look after shared resources with Nok Air and Chulangkul Group will send experts to help handle financial management. The committee’s first meeting is set on September 27. Under the rehabilitation plan, Nok Air is hoping to turn its business around to make a profit next year. Another THAI subsidiary, Thai Smile Airways, is expected to record a profit within the year, Usanee said. This year, THAI is expected to record sales of about Bt150 billion and total income of Bt190 billion. Amateur Artist Turns Old Flip-Flops into Amazing Action Figures

Elmer Padilla, a young construction worker from Manila, Philippines, recently shot to internet fame after photos of his hand-made action figures went viral on multiple social networks. While being able to make your own action figures is an impressive talent in itself, what really caught people’s attention was the medium used by the Filipino amateur artist – old flip-flops. Photos posted on a Facebook group dedicated to Filipino art show Elmer Padilla cutting colorful flip-flops on a sidewalk using knives and scissors, and assembling them into intricate toys like Transformers, Predator and Marvel superheroes. As you can see in the photos, his creations are nothing short of awe-inspiring. A father to 2 daughters, Elmer Padilla works as a construction worker in the village of Imus, but also supplements his income by making and selling flip flop action figures. Impressed by his talent, his friend Adrian Soriano Bernabe shared photos of Elmer’s work on the GUHIT Pinas Facebook group, where they got nearly 3,000 likes in just a couple of days. From there, the photos wound up on the front page of Reddit, where they reached a whopping 86,000 upvotes. Full article
